A key way to move toward the goals of economic democracy is optimal utilisation and rational distribution of all resources alongside the organisation of economic activities into three distinct tiers or layers of industry.
Demarcation of economic enterprises into these three distinct tiers leaves no scope for confusion about their ownership and management, and prevents duplication of labor. It also changes the landscape of who owns the means of production and how wealth accumulation can be more equitably spread across a population.
